Incorrect.
Men do not have more variable heart rate than women,
in fact at times 20 and 30, it appears that men may have less variable
heart rate (the SE bars are small for men at these times). A close
look at the standard error bars in Figure 4 shows that exercise
increases heart rate variability. The SE bars are larger during
exercise than at rest (time zero).
